For quite a while, Relevancy search has been applied on the Portal of the canton of Zurich. As from October 2008, also the Relevancy usage monitor and the promotion links will be applied in order to optimise the search functions further. During the test period, the usage monitor already detected several opportunities for improving the user guidance and the treatment of the many-faceted enquiries entered in the cantonal website. For some of those improvements promotion links will be applied.

In the magazine Computerworld 36 of 5 September 2008, an article by Peter Schäuble was published. The article is about the significance of search functions in an Internet presence and explains how important monitoring and optimising are; these are the actions that the usage monitor supports.

For the banks, too, the Internet presence becomes an increasingly important means of communicating with their customers. If customers find the required information on the website, then personnel costs for answering the enquiries may be reduced on the one hand and customers are happy on the other hand. Since August 2008, the Relevancy usage monitor has efficiently been applied by Raiffeisen in order to analyse the queries and optimise the search.

The federal authorities are optimising their Internet presence. And this with good reason:
An efficient Internet presence assists the authorities in their duty to provide information; it satisfies the population's need for information in a simple and fast manner and, at the end of the day, even saves taxes.

The application of the usage monitor by BFS, VBS and swisstopo implies thorough analysis of the information needs and optimization of the search functions so that the searched information can actually be found. Enquiries which the search engine does not or cannot handle satisfactorily are supported by promotion links.

Eurospider Information Technology AG (Zurich) wins the WTO tender of the Swiss Confederation for the publishing of the Official Announcements. ICTnetwork, Moneycab, Netzwoche

The Official Announcements Competence Centre (KAV, Kompetenzzentrum Amtliche Veröffentlichungen) of the Federal Chancellery is in charge of the "Systematic Compilation of Laws" of the Confederation, of the weekly "Federal Gazette" and of the "Official Compilation of Laws" with the current legislation. The new software system provided by KAV supports the entire workflow within the Federal Chancellery as well as with the external bodies that are involved, from the first draft law to the definitely adopted version of new laws, bye-laws, regulations and other decrees.

All publications are edited for the print and at the same time for a modern internet version that, due to its multiple additional functions (such as pages in ancient versions), clearly provides an added value to the end user, too. As published today in the Swiss Official Gazette of Commerce, Eurospider prevailed in the public tender procedure. The Zurich-based software firm Eurospider, which has already been involved in several similar projects on the cantonal level, forms a consortium with Data Factory AG, Dike Verlag AG and namics ag.

The event arranged by the Records Management Competence Centre which in addition to presentations also includes Round Tables and testimonials, is this year focused on the implement of policies and therefore practice-related. Eurospider provides support to the Zurich Central Library in its itemized online publication and the future printed edition of the Handbuch der Historischen Buchbestände der Schweiz (List of Ancient Printed Materials of Switzerland). At the moment, the list already comprises more than 120 Swiss libraries. A precisely structured solution allows the continuous production of high-quality internet copies and setting copies.

The List sees itself as a describing inventory of the printed materials stored in Swiss archives and libraries, which were published from the early days of printing and bookmaking to the year 1900. This historical inventory includes books, magazines, newspapers, music prints, maps and ephemera. Being a Pan Swiss project, the List incorporates all kinds of collections coming from all parts of the country. It shall appeal to the interested layperson as well as to the scientist, giving them access to the abundance of ancient printed materials in Switzerland that are little known in many fields.

Since the ESPRIT-Bank Consortium had successfully adapted Finnova, it became necessary to extend the „Core Banking System for Client Identifications and Additional Clarifications“ in accordance with the GwV EBK (Money Laundering Regulations issued by the Swiss Federal Banking Commission). The decision was made in favour of KYC Spider and the Compliance Process Management (CPM) Supplementary System provided by Eurospider. Thanks to a sophisticated automation, the CPM-System offers efficient Compliance Processes that also support the revision process.

The BKW FMB Energy Ltd has charged Eurospider with the monitoring of the market and of its competitors. Using the standard retrieval software Relevancy, Eurospider opens up sources of information such as media, blogs and newsletters, and classifies them under specific topics. Thanks to an automatic filtering, the user gets the relevant information from the BKW without any time delay.

Full-text search within web portals is the key to direct and efficient access to information. Scientific studies conducted at Hildesheim University and Zurich University of Applied Sciences (ZHW) clearly show that Internet search functions are quite often an obstacle to finding the desired results. Users frequently leave the website without achieving their aim.

The redesigned website of the yearbook "Schweizerische Politik" (Swiss politics) is being presented today to the public at the Bernese "Käfigturm". Eurospider, along with the Schweizerische Akademie der Geistes- und Sozialwissenschaften (Swiss Academy of Social and Human Sciences) and the Institut für Politikwissenschaft der Universität Bern (Institute of Political Sciences at Berne University), has scanned the entire 40 volumes of this important annual that turns the spotlight on local events in politics and has made them accessible in a reviewed form as from 1966 until today. The site in its competent, clear and for the first time electronically searchable version will provide the user with a fascinating view of political events in the Confederation, the cantons and the municipalities and of the political, economic and social development in Switzerland over the last four decades.

The journal Information in Wissenschaft und Praxis (03/2007) (Information in Science and Practice) is releasing as part of its publications that are focused on "search engines" the article Kommunikation im Internet: Die Suchfunktion im Praxistest (Communication on the Internet: The search function in the practical test).

The presentation of LEXspider at the 7th Magglingen Seminar for Legal Informatics held on 19 and 20 March met with great interest by the professional audience. Using some practical examples from the Urner Rechtsbuch (Law Code of the Canton of Uri), Data Factory and Eurospider were able to demonstrate the immediate advantages provided by this handy system of law-publication, which is being discussed in a few other cantons, too, as a basis for the future editing and publishing of law texts. Last but not least, the development towards an extensive support of the work processes found a positive echo.

The tools available today don't sufficiently meet the information needs of those doing legal research. For instance, electronic law compendiums are still not able to provide effective law versions for different given dates.

Following its two-year development phase, the Relevancy 7 Core was presented to Eurospider staff.

The new release was completely redesigned and implemented. The Relevance 7 philosophy differs from that of previous versions as particular emphasis was placed on architecture scalability and integratability from Open Source software as well as from third-party software. During the internal presentation, Mihai Barbos explained how Relevancy 7 was optimized for future multi-processor and multi-core CPU systems. Andreas Baumann then opened a terminal and showed how Relevancy 7 runs live! Even seasoned Relevancy specialists were impressed with how Andreas configured and then presented various retrieval applications within a very short space of time.

Eurospider customers and partners will be informed about Relevancy 7 in more detail in early 2007.

Search, Find and Communicate on the Internet

The search function in a web portal plays a vital role when searching, finding and communicating relevant information. Our study found that it is precisely this function that leads to problems on websites.

The University of Applied Sciences HTW Chur, the Zurich University of Applied Sciences Winterthur (ZHW), namics and Eurospider worked closely with one another to develop an assessment framework in order to professionally and objectively tackle this problem. The state chancellery of the Canton of Uri has commissioned Data Factory and Eurospider to convert the Urner Rechtsbuch into CHLexML.

CHLexML is the latest XML Schema for structuring federal, cantonal and municipal statutory decrees. Not only the legislature stand to benefit from using CHLexML; scientific institutions, lawyers’ offices and courts will also be able to put it to good use.

Eurospider has realized and implemented the new 4k system for the Swiss Federal Supreme Court (BGer) so that federal supreme court decisions can be found easier and more reliably.

Major new functions are now offered such as the push service or access to the Supreme Court’s manual indexing of the decisions.

Thanks to the push service you are immediately informed if a new decision is published regarding a predetermined, self-defined legal field. Part of the service is subject to charge, as stipulated by the BGer’s administrative commission. However, no charges will be levied during the test phase.

local.ch is the new search platform for users with a need for local information. The simple search function for private and business directory entries, guide and event data, as well as heading indicators, offer the user quick access to relevant, local information.

local.ch is equipped with useful functions and additional information which were developed in a short period of time together with partners such as Bitflux GmbH, Endoxon AG, Eurospider Information Technology AG, namics ag, Zeix AG and others.

Yet local.ch is just starting a promising history and, together with innovative partners, intends to generate further added value for users and suppliers of directory entries.

Since January of 2006 the University of Berne is indexing its websites with Relevancy. The Communications Department of the university decided on Relevancy as its search application because the target groups can be better and more individually served.

Eurospider has been charged with implementing the search mechanism for the new Internet service from local.ch. After intensive preparation, the PubliGroupe subsidiary local.ch will be able to offer a search service for directories, ads and events on the Internet even before the summer. In this regard, the fact that Internet users are not only functioning in the global village, but also would like to satisfy their local needs, is being taken into consideration. In addition to current and complete data, search methods are needed for this that take the locale and time aspects into consideration. For this locale and time-related search, new types of methods are being implemented, including the use of maps (see Neue Zürcher Zeitung article from 1/13/2006 in German). The newly founded local.ch is a subsidiary of the PubliGroupe (see press release).
